Hall had asked the F.B.I. for help searching the jail. The F.B.I. enlisted Customs and Border Protection, which uses advanced electromagnetic scanners to search suspect vehicles. At the jail, technicians from the two agencies wired a scanner to a signal amplifier, allowing them to peer through cinder block, metal, and other materials without causing damage.
